Example Project: Sallisaw Municipal Authority
Uptown Services is currently implementing a practical, turnkey solution to rapidly complete the necessary tasks to successfully launch a Fiber-to-the-Premises (FTTP) system in Sallisaw, Oklahoma. Uptown is designing and jointly executing a comprehensive program for the entire start-up requirements for the new venture. The project scope is comprehensive and covers all start-up activities through system turn-up and installation of the first paying subscribers. The implementation activities involved with constructing and operating a new FTTP network for the City are being undertaken with the following objectives in mind:
1) Achieve the first installation of a paying customer by December 2004. The network should be constructed quickly, given due consideration for quality in design and construction, such that speed to market is recognized as an important aspect in managing financial and operational risks.
2) Contain project expenses and capital requirements to business case estimates. Uptown will create a detailed monthly budget for 2004 to guide the implementation expenses and capital requirements. The budget will reflect the financial parameters of the original financial model completed for the feasibility study.
3) Select and install the most viable vendor technology. The hardware and software selected for deployment will be carefully chosen through a series of competitive RFP’s and detailed analysis for ‘best fit’ to the unique nature of the Sallisaw FTTP network. This objective also applies to selecting the best engineering and construction contractors.
4) Secure partner agreements with retail partners and vendors on the most favorable terms possible. Vendor agreements and terms will be negotiated to achieve fair and beneficial terms for the City. Uptown will complete business development activity where needed to identify, negotiate, and secure partner agreements to bring outside expertise to the FTTP venture for those operating activities where it is required.
