Neil Shaw has a Bachelor of Science in Electrical Engineering, a Masters in Business Administration and over fifteen years experience in telecommunications. He spent the first seven years of his career with U S WEST Communications where he designed fiber networks, developed the voice messaging service, served as the program manager for the conversion to 800 number portability and managed the introduction of several new products. Following U S WEST, Mr. Shaw joined Jones International as the General Manager of their Competitive Access Provider (CAP), Jones Lightwave. As the GM of a CAP, he had to wear many hats, from chief technology officer for fiber optic systems to sales and marketing head for the different branches in the United States. From Jones, Mr. Shaw joined TCI Internet Services where he was the head of marketing for TCI’s launch of the @Home Network – the first successful large scale cable modem deployment in the United States. Following TCI, Mr. Shaw co-founded Uptown with a vision of taking the technology and product introduction knowledge gained from over ten years in large telecommunications companies and making an impact for non-telecommunications companies throughout the world.
Dave Stockton has 19 years of experience in the telecommunications, cable, and high speed Internet sectors with US WEST, MediaOne, and AT&T Broadband. At US West Communications, he held various positions involving new product development, pricing, revenue analysis and developing market entry strategy in newly deregulated markets. At US West Inc., he was Associate Director in the internal consulting practice where he led numerous projects including International and domestic marketing and strategy assignments. From 1996 to 1999, he relocated to Belgium to join a start-up joint venture partly owned by US West, the Flemish government, and a financial consortium. He served as the head of residential markets and developed and delivered high-speed Internet and local telephony to 2.1 million households over hybrid fiber-coax. From 1999 to 2002, he was Vice President of marketing and sales for AT&T Broadband’s Atlanta region, serving 600,000 video, Internet, and telephone subscribers. Mr. Stockton has a BS in Economics and Statistics from the University of Minnesota and an MBA from Arizona State University.

Uptown serves the telecommunications consulting needs of public power utilities in partnership with Hometown Connections (Hometown). Hometown was established by the APPA to help member utilities become more competitive. They offer a diverse line of consulting services, utility owned products and retail offerings that make it easier for public power utilities to introduce new products, issue bills and understand the latest developments in their industry. When Hometown wanted to offer a telecommunications strategic assessment service they looked at many consulting firms and selected Uptown.
